World Rugby Law Updates and Head Contact Process Guidance

World Rugby Law Change: Hip Drop Tackles & Revised Head Contact Process (HCP)

With effect from 1 November 2026, World Rugby has introduced a law change relating to the Hip Drop tackle.

A Hip Drop tackle occurs when a tackler uses their body weight to pull a player to ground and drops onto the legs of the ball carrier from behind. This action has now been explicitly included within the foul play laws and will be sanctioned with a minimum of a penalty kick.

In addition, World Rugby has revised the Head Contact Process (HCP), which is used when contact is made to a player’s head, neck, or throat area. The update provides greater clarity around cleanouts at the ruck and maul, particularly where those actions result in head or neck contact with another player.
